Прямоугольное двухстороннее полотнище с отношением ширины к длине 2:3, составленное из двух горизонтальных полос красного (шириной 4/9 от ширины полотнища) и зелёного цвета, при этом полоса красного цвета в середине полотнища плавно прогнута вниз до половины ширины зелёной полосы (длина прогнутой части составляет 5/9 длины полотнища). В центре каждой полосы изображены фигуры из герба муниципального образования „Тереньгульское городское поселение“: жёлтое солнце (на красном) и жёлтые перекрещённые ветки сосны и дуба (на зелёном). Полотнище окаймлено жёлтой полосой шириной 1/10 ширины полотнища
